does anyone know why there were moon buggies on every launch pad,
but never used? i believe they were only in season 1 also, please

Even though there are terminals/walkways connecting a plane to the airport - Eagle and launch tube - there are still support vehicles on the ground outside to service the planes. Could the moonbuggy on the launch pad - be available for "quick servicing"/maintenance work performed outside? Considering the probability of someone hotwiring a buggy (other than Maya in Season 2) and no major weather problems other than continual dust, this would make sense to go ahead and leave parked outside. I am just assuming there - but wasn't a moon buggy "easily accessed" by Dr. Russell and Alan? in the episode where Maya has the "nervous breakdown" and constantly shifts shapes? since they had only an hour to get out to her on the surface of the moon.
